The door to Prof. Vasquez was always open whenever I ran into a trouble spot or had a question about my research or writing. She consistently allowed this paper to reflect my direct research, but st eered me in the right direction whenever she thought I needed it. I wo uld also like to thank Professor Tim Finan of the School of Anthropology for providing me with a strong historical and narrative understanding of Northeast Brazil. His stories of his Pe ace Corps service in Brazil and the work he has done in the region since then piqued my interest and encouraged me to look at my research from a different perspective. I would also like to thank Dr. Craig Smith, Director of the MPA/MPP programs in the Sch ool of Government and Public Policy for helping to develop my understanding of organizational structure and how public policy impacts the daily lives of citizens. Without their participation and support in my academic development this research would not h ave been possible. I would also like to thank the Tinker Foundation for providing me with full funding for my field research in Fortaleza during the summer of 2015. The Center for Latin American Studies at the University of Arizona for providing FLAS fund ing that provided me with language training and the ability to be present in Fortaleza during the World Cup games. Finally, I must express my very profound gratitude to my Mother Donna Holcombe, Step - Father Curt Holcombe, and Father Robert Alvarez for prov iding me with unfailing support and continuous encouragement. My partner Lizette Garcia for supporting me through the process of writing this thesis. Eric Franqui for helping me to tease out the complexities of state and organizational theory. The Paul D. Coverdell Peace Corps Fellowship for providing a full - tuition scholarship for the entirety of my graduate education and for holding me to high standards of public service and community engagement. This accomplishment would not have been possible withou t them.
